San Diego’s focus on grant funding safety is paying off, with a 62% increase during the fiscal year ended June 30.
It is the third consecutive year that the city has increased its funding, but the most recent increase is the largest. The city is also securing a larger share of the grant it seeks.
The total amount of money guaranteed by the city in federal, state, regional and private grants went from $ 142 million in fiscal 2021 to $ 229 million in fiscal 2022. The city secured $ 86 million in the year fiscal 2020 and $ 84 million in fiscal 2019.

The grant money helps fund city priorities such as projects to improve water reliability, economic development, emergency response preparedness, homeless services, road repair, bridge modernization, and public safety.
“It has been a key priority of mine to ensure that we are getting our fair share of resources from all levels of government, and this report shows our success in doing just that,” Mayor Todd Gloria said in a press release.
In May 2019, San Diego strengthened grant reporting to improve transparency and performance. In addition, the city-wide grant management function has been consolidated within the Grants Division of the Department of Government Affairs.
“The growing success of our grant writing efforts has enabled the city to supplement its budget and provide much needed additional funding for key programs and services,” said Jay Goldstone, then outgoing chief operations officer of the city.
The $ 229 million in grants guaranteed last fiscal year represents nearly 15 percent of the city’s annual operating budget of $ 1.6 billion.
City officials say the key to their success was applying for additional grants. The grant amount requested went from $ 134 million in fiscal 2019 to $ 195 million in both fiscal 2020 and fiscal 2021, and then to $ 258 million last fiscal year.
The city got 44% of the grant pursued in fiscal 2020, but that share rose to 73% in fiscal 2021 and 89% in fiscal 2022.
Gloria said city officials have pledged to further expand the program in the coming years.
“We will continue to pursue all available funding to invest in creating a city that truly serves all San Diegan,” he said.
