Mayor Todd Gloria wants the state to change its conservator process to make it easier to force landless people who are vulnerable to care, an encouragement that was revealed to him during a State of the City address last week.
Governor Gavin Newsom announced he also wants to see conservator reform this year.

Lisa Halverstadt caught Gloria, who explained that she thinks state law should essentially be expanded to cover landless citizens who she thinks most would consider a problem that now would not set the bar for conservators meant to force people with mental health challenges into care facilities . Gloria stated that she did not think the process should be implemented widely.
Gloria is far from the first to advocate conservative reform and he got many companies with his recent policy push. He said he spoke to the Newsom team and other California mayors and hopes to work with stakeholders to make more detailed proposals in the coming weeks and months.

Sheriff To Retire Early
San Diego County Sheriff Bill Gore announced his retirement Wednesday, effective Feb. 3, the Union-Tribune reports. He has been in the top spot for 12 years and is not going to vote again.
Undersheriff Kelly Martinez, who runs Gore’s job, told U-T that he will not seek an appointment for the interim sheriff position. The decision falls to the County Board of Supervisors, three of whom have already supported him for office in the upcoming election.
If they choose Martinez as interim sheriff, it’s not the first time an underling was appointed to a higher law enforcement position shortly before voters spoke. It happened to Gore and Summer Stephan, the current district attorney, before they were both elected.
Martinez is running against Dave Myers, who got the support of the San Diego County Democratic Party last month. Prominent Democrats tried to dissolve Myers in the summer by quickly throwing the weight behind Martinez. Both also run against John Hemmerling, assistant city attorney for San Diego.
One vote: Nathan Fletcher, chairman of the Board of Supervisors, released a statement saying he will call a special session in March to appoint a replacement and that he will not support appointing anyone who runs for the seat.
“The board of supervisors previously had the habit of nominating elected candidates for district offices very close to elections. I don’t think it’s right for them and it’s not right for us,” he said in a written statement.Fletcher is one of the prominent Democrats who announced his support for Martinez in the election.
He noted, however, that he was only one of five votes on the board. Two other Democrats on the Council also supported Martinez.
Meanwhile: JW August reports for the Times of San Diego that the city of San Diego’s new police oversight panel, approved by voters in 2020, faces a serious delay and can take years to fall. The new plan has been submitted and will be discussed on Friday.
